North Little Rock Neighbor Sources
A block lookup answers several small questions. Pulaski County GIS shows which parcels touch or face the starting parcel. The assessor identifies assessed owners, tax-mailing addresses, legal descriptions, and parcel keys. A released voter file can add registrants at residence addresses, while the city neighborhood directory identifies public group contacts. Each source has a hard edge. No one record establishes every person who lives on the block.
| Source | What It Shows About a Block | Access |
|---|---|---|
| Pulaski GIS and assessor | Parcel pattern, assessed owner, situs and mailing address | Free interactive map and parcel search |
| Released voter file | Registrants sortable by residence geography | SOS request; protected data excluded |
| Neighborhood directory | Public leaders, meetings, venues, and group coverage | Free city directory |
| Planning and zoning files | Public applications, hearings, and work around parcels | Posted records, department request, or FOIA |
| Reverse directory | Listed occupants in street order for one historic year | Roberts or Laman Library access |
Choose the source by question. Use the parcel map for physical adjacency, the assessment card for recorded ownership, and the city directory for community organization. If the goal expands from one block to a whole road, the North Little Rock Street Directory follows the longer address chain without blurring it into a neighbor search.
Map North Little Rock Neighbors
The official adjacent-parcel method is manual. Open the Pulaski County Assessor mapping service, locate the North Little Rock address, and zoom until parcel boundaries and labels appear. Define the block before gathering names. A useful scope is both faces of one street between two named intersections. That rule prevents the search from drifting into an undefined radius.
- Click the starting parcel and record its parcel number, situs address, and legal description.
- Click the lots on both sides and the parcels directly across the street. Save each parcel key.
- Open each linked assessment card. Record assessed owner and mailing address apart from the situs address.
- Use aerial and road layers for context. Treat map lines as assessment evidence, not a legal survey.
- Add voter, planning, or directory evidence only when it answers a separate block question.
The viewer may expose select or measure tools, depending on its live setup. Research did not confirm a public radius export, so clicking each parcel is the honest method. A homestead marker and matching mailing address can support owner occupancy where displayed, but even that does not name every person at the address.
North Little Rock Neighbor Owner Myth
An assessed owner is not the same as an occupant. A parcel may be held by a trust, estate, company, government body, or person who receives tax mail elsewhere. The mailing address may be a post office box, office, or out-of-state location. It can help locate the assessed owner, but it says nothing sure about other people at the North Little Rock site.
Voter data has a different gap. It omits minors, nonvoters, ineligible residents, people whose registration has not caught up with a move, and protected entries. A reverse directory lists only the people or telephone subscribers included in that edition. Planning files name applicants, contractors, and project contacts, not the whole household. The overlap of these limited records can support a careful block history, but their silence cannot prove that a person was absent.
Keep the claim narrow. Say “assessed owner” or “listed registrant,” not “resident,” unless independent dated evidence supports that added step.
North Little Rock Neighborhood Directory
The North Little Rock neighborhood organizations directory is the city's civic layer for neighbors. It publishes public leaders, contact channels, meeting venues, schedules, and areas served. It includes associations, crime watches, community development corporations, a council, and a property owners association. It does not expose a private membership list.
The official directory screen shows where current North Little Rock neighbors can check the group that serves their area:
The live city entry should control because leaders, sites, and meeting times can change. The official directory was updated April 9, 2026, and Neighborhood Services also publishes a bimonthly newsletter.
| North Little Rock Area | Public Group Listed | Directory Use |
|---|---|---|
| Argenta and east downtown | Argenta Neighborhood Boosters; East Argenta Annex Watch | Public contact and meeting details |
| West and northwest | Amboy Crime Watch and Association; Neighbors United for Levy | Area contacts and civic schedule |

| Other listed communities | Melrose Outreach; Military Heights; Willow Beach Estates POA | Public organization channel only |
Neighborhood Services is at 3427 North Magnolia and can be reached at 501-791-8500. It helps groups with announcements and equipment. Contact the listed public leader about meetings or civic matters, not for names of private members.
North Little Rock Neighbor Voter Geography
VoterView is an individual registration and polling check that requires the voter's name, date of birth, and Pulaski County. It is not a tool for browsing nearby addresses. A lawful statewide file request through the Secretary of State is the separate block-level path. The available products cover registration, vote history, or a combined file and are delivered as large CSV data sets.
Released data may include name, residence and mailing fields, registration status and date, county, precinct, districts, voter ID number, and election participation in the specified product. It never reveals ballot choices. Arkansas Constitution amendment 51 §8(e) bars release of protected fields, and protected addresses must not be inferred from gaps. Pulaski County Clerk administers local registration and election records at 401 W. Markham, 501-340-8500.
Historical precinct lists or poll books follow a different channel. Ask the Pulaski clerk and Arkansas State Archives by precinct, election, and year. A voter row is registration evidence as of its effective date, not a full list of North Little Rock neighbors.
Note: Registration status can lag a move, so date every extract and avoid presenting an old residence field as current.
North Little Rock Neighbor Block Activity
Planning and zoning files add public activity around a North Little Rock block. The city permit matrix routes building, remodeling, and sign matters to Planning, while Planning forms and resources supply applications, zoning material, maps, and annual statistics. Depending on record type, a form may identify the applicant or owner, project address, parcel or legal description, contractor, proposed work, valuation, signature, and attachments.
The public landing area is a department and document catalog, not a proven complete address index. For a full North Little Rock block check, contact Planning at 501-975-8835 or GIS at 501-975-8875. Code Enforcement can be reached at 501-791-8581. Ask for an existing permit or case series by exact address and date range. Arkansas FOIA is the fallback for a described city record not already posted, subject to exemptions and redaction.
Inside the Argenta Historic District, exterior work within the district boundary requires Historic District Commission review. Certificates of appropriateness can therefore add an address-specific record stream apart from an ordinary permit. The record shows a project and named participants, not all neighbors at that parcel.
North Little Rock Neighbor Boundaries
Modern group names do not always match older record geography. Today's North Little Rock includes Argenta, Baring Cross, Levy, Rose City, Dixie, Park Hill, Amboy, and other areas with distinct past identities. Baring Cross joined North Little Rock in 1905. Levy and several other areas entered through the large 1946 annexations. Old maps, directories, and public files may use the community or jurisdiction then in force.
Argenta is the sharpest case. Little Rock annexed it in 1890, North Little Rock recovered it in 1904, the city used Argenta as its official name from 1906 to 1917, and the name now marks the downtown neighborhood. A historic search should use Argenta, North Little Rock, and Little Rock's Eighth Ward where the date calls for them. Urban renewal later removed much old downtown fabric, so a listed address may no longer align with a current parcel.
This geography is more than local color. Parcel lines answer assessment questions, neighborhood organizations define civic service areas, postal zones route mail, and city limits control municipal jurisdiction. Each boundary can cut the same North Little Rock block in a different way.

Official records and commercial neighbor tools serve different functions. County and city records identify a custodian, effective date, and narrow legal purpose. Commercial tools merge public and private feeds, may retain stale addresses, and often combine same-name people. A polished result is not proof. Check every material point against the record keeper.
| Feature | Official North Little Rock Sources | Commercial Category |
|---|---|---|
| Provenance | Named assessor, clerk, election, or city office | Mixed feeds may be unclear |
| Meaning | Defined field such as owner, registrant, or applicant | Broad labels may blur roles |
| Date | Assessment, filing, registration, or meeting date | Update date may be uncertain |
| Correction | Record-specific custodian procedure | Service-specific suppression process |
A county record may still contain an error, but it supplies a clear place to seek correction. Use the assessor for parcel data, the clerk for recorded or election data, and the city department for municipal files. Avoid filling a protected or missing field with a guess from another source.
North Little Rock Neighbor Privacy
Some block facts stay private. Utility accounts, delivery activity, private congregation or civic rosters, and household composition are not public neighbor directories. Renters may not appear in assessment records. Arkansas voter law withholds protected fields, recent vital records have eligibility rules, and driver-license address protection under Ark. Code §27-16-811 applies to qualifying participants. Federal DPPA also limits motor-vehicle personal data.
Public access does not allow stalking, threats, impersonation, or harassment. Use only the facts needed for a lawful civic, family, property, or personal question. Correct bad public data with the custodian and use a commercial service's own suppression route for its compiled listing. Never republish a protected address or sensitive identifier just because an image briefly exposes it.
Lawful use. Learn about North Little Rock neighbors with care. Do not watch, intimidate, contact repeatedly, or harm anyone with these records.
